The Newfoundland and Labrador Provincial Nominee Program (NLPNP) lets the province nominate skilled workers, international graduates, and entrepreneurs for Canadian permanent residence based on Newfoundland and Labrador's own labour-market and economic-development needs. Since February 19, 2025, the NLPNP has run on an Expression of Interest (EOI) model: candidates submit an EOI through the province's Immigration Accelerator portal, and only those who receive an Invitation to Apply (ITA) may submit a full application.

- NLPNP International Graduate — a base stream for graduates holding a valid post-graduation work permit with a full-time job offer in a TEER 0-4 in-demand occupation related to their field of study, generally following studies at a Canadian post-secondary institution.
- NLPNP International Entrepreneur — a base stream for experienced business owners or senior managers who start or buy a business in the province, manage it actively on a day-to-day basis, and operate it for at least one full year, supported by a verified net-worth report.
- NLPNP International Graduate Entrepreneur — a base stream for graduates of Memorial University or the College of the North Atlantic who have started or bought, and actively managed with at least one-third ownership, a Newfoundland and Labrador business for at least one full year.
