British Columbia's Provincial Nominee Program: the BC Provincial Nominee Program (BC PNP)

The BC Provincial Nominee Program (BC PNP) is British Columbia's economic immigration program: it lets the province nominate skilled workers, healthcare workers, and entrepreneurs for Canadian permanent residence when their experience matches the province's labour market and economic priorities. The BC PNP runs two broad pathways — Skills Immigration for people with a job offer from a BC employer, and Entrepreneur Immigration for people who will own and actively manage a business in the province — and several of its worker streams connect directly to the federal Express Entry system.

Active British Columbia streams

• Skilled Worker (Skills Immigration, base stream) — for workers with a full-time, indeterminate job offer from an eligible BC employer, usually in NOC TEER 0, 1, 2, or 3, who meet BC's minimum work-experience and wage requirements; candidates apply directly to the province without needing a federal Express Entry profile.
• Skilled Worker – Express Entry BC (Express Entry-aligned) — the same Skilled Worker job-offer and occupation requirements, but for candidates who already hold a profile in the federal Express Entry pool; a BC nomination adds 600 Comprehensive Ranking System (CRS) points, making an Invitation to Apply (ITA) for permanent residence all but certain.
• Health Authority (Skills Immigration, base stream) — for healthcare workers with a full-time, indeterminate job offer from one of BC's regional health authorities or a publicly funded health organization, in an eligible healthcare occupation.
• Health Authority – Express Entry BC (Express Entry-aligned) — the same health-employer eligibility as the Health Authority stream, but for candidates already in the federal Express Entry pool; nomination adds 600 CRS points to their profile.
• Entrepreneur Immigration – Base (base stream) — for experienced business owner-managers with a minimum personal net worth of $600,000 CAD who invest at least $200,000 CAD to start, or take over and grow, a business anywhere in BC while creating at least one full-time job for a Canadian citizen or permanent resident.
• Entrepreneur Immigration – Regional (base stream) — for business owner-managers with a minimum net worth of $300,000 CAD investing at least $100,000 CAD in a business outside the Metro Vancouver Regional District, in a participating community that has issued them a referral.
• Entrepreneur Immigration – Strategic Projects (base stream) — for established corporations investing at least $500,000 CAD in equity to expand operations into BC, bringing qualified key staff and creating multiple new full-time jobs for Canadian citizens or permanent residents.
• Temporary Rural/Remote Health Support Initiative (Skills Immigration, base stream, time-limited) — a capped, time-limited pathway open for registration June 15–August 31, 2026, for up to 250 nominations, for security guards, cleaners, and janitors employed by a BC health authority in a rural or remote community; there is no Express Entry option for this initiative.
